Kinumpirma ni House Majority Leader Rolando Andaya na  may matatanggap na milyong pondo ang mga kongresista at senador sa 2019 budget  para magamit sa kanilang mga programa at proyekto ngunit nanindigang hindi ito maihahalintulad sa pork barrel funds.

“The underlying principle here: no district will be left behind. All will get a piece of the pie for the benefit of their constituents. These are not pork barrel funds declared illegal by the Supreme Court,” paliwanag ni Andaya.

Una nang sinabi ni Lacson na ang nasabing pondo ay galing sa realligned budget ng Department of Public Works and Highways (DPWH).

Giit ni Andaya na walang sinumang mambabatas ang makakapag-order na ilabas ang pondo para sa kanilang proyekto bagkus ay daraan ito sa Department of Budget and Management  (DBM) at aaprubahan ng DBM Secretary.

“In our system of government, no member of the legislative branch can order the downloading of funds from the treasury. Walang karapatan o kapangyarihan ang sinoman sa Senado o House of Representatives na magpamudmod ng pondo para sa proyekto,” paglilinaw ni Andaya.
